Provided is a topical pharmaceutical formulation comprising a corticosteroid and a liquid oil component comprising one or more esters of monocarboxylic and dicarboxylic acids, wherein at least 25% of the corticosteroid is solubilized in the liquid oil component at room temperature, and wherein the concentration of the esters is at least 10% of the concentration of the liquid oil component. Preferred corticosteroids include clobetasol propionate, betamethasone diproprionate, halobetasol proprionate, diflorasone diacetate and fluocinonide. Preferred esters of monocarboxylic and dicarboxylic acids include diethyl sebacate, isopropyl myristate, diisopropyl adipate and dibutyl sebacate. The formulations are useful for the treatment of skin disorders.
