A system and method are disclosed for preventing the freezing of crops (278) within a volume. A plurality of radio frequency (RF) radiators (252) radiate energy into the volume at frequency that is substantially absorbed by water. The height, spacing, output power, beam angle and beam width of the radiators are selected to result in an average RF power density within the volume sufficient to prevent freezing of a substantial portion of the crops. The arrangement of the radiators is also selected to result in a peak-to-peak variation below a selected height (274) with a maximum power density safe for human exposure.
