To prevent an erroneous operation of a partial row clutch.SOLUTION: A seedling transplanter according to an embodiment comprises planting devices, partial row clutches, instruction units and a controller. There are three or more planting devices, which line up in the longitudinal direction of a traveling vehicle and plant seedlings in a farm field. There are a plurality of partial row clutches, each of which switches on and off power transmission to the corresponding planting device. There are a plurality of instruction units, each of which gives an on and off instruction to the corresponding partial row clutch. The controller receives the on and off instruction from the instruction units, and makes the planting devices execute the received on and off instruction.
