PURPOSE: A method for enhancing vitamin C in safflower sprouts and a cosmetic composition containing the safflower sprouts are provided to induce stable photosynthesis and to enhance the vitamin C content. CONSTITUTION: A method for enhancing vitamin C in safflower sprouts under an LED light source condition comprises: a step of germinating safflower seeds for three days and seeding; and a step of irradiating the safflower sprouts with an LED blue light source at a wavelength of 430-460nm. A cosmetic composition for skin whitening and anti-wrinkling contains a safflower sprout extract.본 발명은 홍화새싹 재배시 LED 광원, 특히 청색 광원을 이용하여 식물 공정에서 홍화새싹을 재배함으로써 안정적인 광합성을 유도하여 비타민 C 함량을 증가시키는 것을 특징으로 하고, 이와 같이 수득된 홍화새싹 자체는 미백 기능이 높은 화장료 또는 기능성 건강식품 조성물로서 사용할 수 있게 된다.
