The present invention relates to a cartridge and a cooler provided with a cooling rod which cools the same. The cartridge comprises: a housing which has an acoustic liquid and a transducer mounted therein, and provided with a film, in which ultrasonic waves generated from the transducer are passing through and through holes or through grooves which are formed from one side surface of the housing to the other side surface thereof, and have spaces independent from the inside the housing.
