Among other things, there is disclosed an improved wet wipe or similar substrate for applying an antibacterial/antibiotic layer to surfaces or other items. A wipe substrate is impregnated with a solution in water of organo-functional silane-based molecule, such as 3-(trihydroxysilyl) propyldimethyloctadecyl ammonium chloride and/or octadecyldimethyl trimethoxysilylpropyl ammonium chloride. Packages of multiple wipes for a consumers pocket, home, business or other uses are also discussed.
