The present invention provides a string turning device for a lifting procedure, which can easily change a forming position of a cog on the circumference by rotating and controlling a string in a desired position. According to a preferred embodiment of the present invention, the string turning device for a lifting procedure changes the position of the cog formed on a string by a cutter, on the circumference.
