A minimally invasive tissue incision system is disclosed for making a joint capsule incision and releasing / incising various tendon and fibrous band tissue. The system includes an infiltration needle that can be retracted to expose the cutting element, which can be used as an infiltration needle to pierce skin and other soft tissue structures. After initial penetration, the following tissue structure can be cut using the cutting element provided in the penetration needle.
