An oil valve (6) is formed between the supporting sleeve and the tubular electrode, or between the tubular electrode and the insulated ring the oil valve is opened or closed by a movement of the tubular electrode, and the oil valve is configured as an air passage in communication with the air pipe when the oil valve is opened.
