A handle assembly and a stapler comprising same. The handle assembly comprises a first handle (1) and a second handle (2), wherein the first handle (1) is rotatable relative to the second handle (2)； when the first handle (1) and the second handle (2) are in a non-linked state, and when the first handle (1) rotates in the first direction, the second handle (2) does not rotate and does not trigger the stapler； and when the first handle (1) and the second handle (2) are in a linked state, and when the first handle (1) rotates in the first direction, the first handle (1) drives the second handle (2) to rotate in the first direction to trigger the stapler. The handle assembly is divided into the first handle (1) and the second handle (2), and the stapler is only able to perform cutting and sewing actions after the second handle (2) starts to move to trigger the stapler； and during use, a doctor can press on the first handle (1) regardless of whether the stapler has reached a trigger position； however, the first handle (1) does not drive the second handle (2) to rotate when the stapler has not reached the state in which same can be triggered, and it is thus not possible for the stapler to be triggered.
