A cleat for marine use with a lockable accessory mount is disclosed. The cleat has a body (5) adapted for receiving a length of rope or cord and to receive the mount (1). The body may have a pair of arms (4) around which the rope would wrap to secure it. The lock (3) maintains the inserted accessory, such as a fishing rod holder, in the mount until released by the user.
