The solution treating device comprises: a cap combined with the opening of a vessel for storing a solution containing a chlorine component an extension part extending from the cap and formed to be immersed in the solution one or more pairs of electrodes fixed to the extension part, installed to include the position of being immersed in the solution and arranged to face each other and a power supply part for supplying direct current power to the electrodes.
