A personal care composition that comprises: a) a sugar infused with at least one additive, in particular, hair and/or skin benefit agent, wherein the infused sugar is coated with a hydrocarbon layer of selected viscosity and melting point b) at least 10 wt % water, based on the total weight of the composition,wherein the infused and coated sugar is suspended in the composition as a disperse particle phase.
