The present invention relates to a voice guide device for a Braille block and a method for recognizing a Braille block in a photographed image which detect a Braille block in a photographed image of a bottom surface to output guide information corresponding to the Braille block in voice to allow a visually-impaired person to easily walk. According to the present invention, the voice guide device for a Braille block comprises: a photographing means to photograph a bottom surface； and a voice guide means to recognize a Braille block in a photographed image of the bottom surface supplied from the photographing means to output guide information corresponding to the Braille block in voice. The voice guide means comprises a Braille analysis block which applies a particle filter to the photographed image using a representative color value corresponding to the color of the Braille block as a reference to generate a Braille block line according to position values of particles distributed in the image to determine a Braille block area and apply a directional filter bank to an area determined to be the Braille block area to generate a plurality of sub-bands, and determines a type of the corresponding Braille block based on a sub-band having an edge value higher than or equal to a predetermined edge reference value.본 발명은 바닥면 촬영영상에서 점자블럭을 감지하여 해당 점자블럭에 대응되는 안내정보를 음성출력하도록 함으로써, 시각장애인의 보행을 보다 용이하게 해 주는 점자블럭 음성안내장치 및 촬영영상에서의 점자블럭 인식방법에 관한 것이다.본 발명에 따른 점자블럭 음성안내장치 및 촬영영상에서의 점자블럭 인식방법은 바닥면을 촬영하기 위한 촬영수단과, 상기 촬영수단으로부터 상기 촬영수단으로부터 제공되는 바닥면 촬영영상에서 점자블럭을 인식하여 해당 점자블럭에 대응되는 안내정보를 음성출력하는 음성안내수단을 포함하여 구성되고, 상기 음성안내수단은 상기 촬영영상에 점자블럭 색상에 대응되는 대표 색상값을 기준으로 파티클 필터를 적용하여 영상에 분포된 파티클들의 위치값에 따른 점자블럭 라인을 생성함으로써 점자블럭 영역을 판단함과 더불어, 점자블럭 영역으로 판단된 영역에 방향성 필터 뱅크를 적용하여 다수의 서브밴드를 생성하되, 기 설정된 에지 기준값 이상을 갖는 서브밴드를 근거로 해당 점자블럭의 종류를 판단하는 점자분석블럭을 포함하여 구성되는 것을 특징으로 한다.
