A second storage unit 102 stores a set ID associated with the surgery set on a one-to-one basis. A third storage unit 103 is configured to store an operation history of the instrument specified by the instrument ID in association with the instrument ID. A fourth storage unit 104 is configured to store an operation history of the surgery set specified by the set ID in association with the set ID. A first processing unit 201 is configured to obtain an instrument operation rate.
