PURPOSE: A cosmetic composition including brine manufactured by using ion-exchange resin is provided to enhance elastase suppressing activity and collagen synthesis effects. CONSTITUTION: A cosmetic composition includes brine manufactured by using ion-exchange resin as active ingredient. The brin has the conductivity of 92 mS/cm-96 mS/cm. An ion exchange process electrodialysis method uses mono valent cation selected ion-exchange resin and mono valent anion selection ion-exchange resin. The ion exchange process electrodialysis method is performed at 20 deg. Celsius, and under a condition of the speed of 750 mL/min, a current of the voltage of 15V, and a limit current value of 3A for 5 -7 hours. The cosmetic composition is for wrinkle improvement or whitening. A manufacturing method of brine having the wrinkle improving activation and whitening activity comprises the following steps: injecting the brine into the ion exchange process electrodialytic device； and performing the ion exchange electrodialysis method at 20 deg.
