To provide a body cooler-warmer using Peltier elements to lower/raise temperature of blood.
SOLUTION: The body cooler-warmer using Peltier elements at least comprises: a pair of abutting faces 111 and 111 a circulation part to circulate water or a coolant a HEAT exchange part to COOL down or warm up the water or the coolant and a POWER source part 13 to supply electric POWER to the pair of Peltier elements 11 and 11 . At least a part of each of the pair of abutting faces 111 and 111 becomes a cooling face (warming face) with high thermal conductivity composed of a Peltier element. The pair of abutting faces 111 and 111 are made abut ON the body surface and especially ON the skin around more than a half of the neck. In the pair of abutting faces and a circulation part to circulate the water or the coolant is provided ON the warming face (cooling face) of the Peltier element ON the opposite side of the face abutting ON the body surface. The water or the coolant is cooled down or warmed up by the HEAT exchange part during the circulation.
