The portable neck pulling and stretching mechanism according to the present invention comprises: an occiput support part which is formed to have a predetermined height and has an upper end part which supports a users occiput and a neck support part which is extended from the front side of the occiput support part and supports the users neck. Accordingly, the present invention can pull and stretch the neck using force of the occiput support part, inclined toward the calvaria of a lying user, to collapse toward the calvaria due to the weight of the head. Specifically, the neck support part forms a pivot in the central part of the cervical vertebrae, and the occiput support part forms a pivot in an atlanto-occipital joint so that the neck and the head are bent backwards, whereby the portable neck pulling and stretching mechanism of the present invention is held and continuously pulls and stretches the neck toward the head without collapsing, wherein the occiput support part provides a pivot and light pulling simultaneously to the occiput whereby the user can obtain suboccipital release by oneself as if the suboccipital release were induced manually by a therapist.
