The present invention relates to a cosmetic composition consisting of water phase and oil phase and, more specifically, to a cosmetic composition consisting of water phase and oil phase, wherein the water phase comprises a water soluble polymer, water repellent powder, and purified water, and the oil phase comprises oil, a hydrophilic emulsifier having an HLB value of 8-18, and a lyphophilic emulsifier having an HLB value of 2-6. The cosmetic composition of the present invention disperses water repellent powder to the water phase and forms a soap sensor layer by using the hydrophilic emulsifier having an HLB value of 8-18 and the lyphophilic emulsifier having an HLB value of 2-6, wherein the soap sensor reacts with a soap group of a soap.
