PROBLEM TO BE SOLVED: To provide a device and a method for extracting signal features capable of extracting highly accurate features from signals from a plurality of channels.SOLUTION: A signal feature extraction device includes: complex Fourier transformation means which extracts digital input signals, which are sampled for just a preset period, from a plurality of channels using a different time window for each signal and transforms the extracted data into the frequency domain to acquire discrete data in time and frequency domains intra-signal feature extraction means which extracts local correlation feature data from the signal from each channel and inter-signal feature extraction means which extracts local correlation feature data among the signals from the plurality of channels.
