A hydrophilic thickener comprising a polymer obtained by reversed-phase suspension polymerization of a water-soluble ethylenically unsaturated monomer in the presence of polyoxyethylene-polyoxypropylene alkyl ether and a cosmetic composition containing said hydrophilic thickener.
