PROBLEM TO BE SOLVED: To prevent water-absorbing capability of a water-absorbing resin from being deteriorated due to an antibacterial substance, in an antibacterial water-absorbing sheet using an alkaline antibacterial agent, and also impart antibiotic properties to a surface of the antibacterial water-absorbing sheet.SOLUTION: The antibacterial water-absorbing sheet comprises: an antibacterial part that contains the alkaline antibacterial agent as a main component a water-absorbing part that contains the water-absorbing resin and a separation part that separates the antibacterial part from the water-absorbing part. The antibacterial part has a surface having a water-permeable structure and becomes a surface of the antibacterial water-absorbing sheet. The water-absorbing capability of the water-absorbing resin is prevented from being deteriorated due to the antibacterial substance by arranging the antibacterial part and the water-absorbing part so as to separate from each other.
