PROBLEM TO BE SOLVED: To provide a walk-behind tiller whose layout can be switched between front rotary layout and rear rotary layout and to achieve a good weight balance for both layouts.SOLUTION: The managing device 10 includes: a steering wheel 12 a battery 21 functioning as a weight wheels 14 and a rotary tiller 13 having tilling tines 20 rotating. The wheels 14 and the rotary tiller 13 are arranged side-by-side along the longitudinal direction of a vehicle body. The steering wheel 12 can turn directions in the longitudinal direction of the vehicle body.
