The present invention is a tube with perforations in which a dried consumable, such as coffee and tea, is contained. The device for dispensing, infusing, and agitating a soluble consumable in water is placed in hot water, where the consumable is dispensed and infused into the water. The user can use the tube to stir the water, increasing the concentration of the consumable, such as coffee or tea, in the water. The tube is constructed from a lamination of two materials, wherein the outer layer has a larger Youngs Modulus than the inner layer. The outer layer is perforated. The inner layer has slits that align with the perforations in the outer layer.
