The present invention relates to a fomentation medium using red ginseng dregs, a manufacturing method thereof, and an enzymatic foot bath using the fomentation medium. More specifically, a fomentation medium is manufactured using a fomentation medium material which includes rice bran and red ginseng dregs, and a fermenting agent dilution. The fomentation medium is applied to an enzymatic foot bath comprising: a foot bath part which has an open upper side and can accommodate the fomentation medium therein and a washing part which is arranged on one side of the foot bath part, has an open upper side, and can accommodate washing water therein. According to the present invention, fermented red ginseng dregs and fermented rice bran are used for a fomentation medium, and thus naturally generate heat at 60-70°C via a fermentation process. Accordingly, the heat inhibits pathogenic bacteria and viruses which are vulnerable to high temperatures, and harmful metals and toxic substances accumulated in the human body are eliminated via perspiration. The fomentation medium induces vasodilation, thereby enhancing blood circulation and increasing the human body temperature. The fomentation medium is applied to the enzymatic foot bath so a user can obtain a blood circulation promoting effect and a stress relieving effect even by simply taking a foot bath. Furthermore, the fomentation medium effective for the human body is manufactured using red ginseng dregs which are discarded even though the red ginseng dregs contain a great quantity of active ingredients.
