The present invention relates to a foot-and-mouth disease prevention facility using electrolysis. The foot-and-mouth disease prevention facility can generate acidic water with a pH of 5.0 or lower and alkaline water with a pH of 11.0 or higher from groundwater by using electrolysis, prevents the foot-and-mouth disease from being spread by spraying the acidic or alkaline water to vehicles, and purifies wastewater after the foot-and-mouth disease prevention operation with neutralized water of the acidic or alkaline water, thereby releasing the purified water without contamination. The foot-and-mouth disease prevention facility using electrolysis includes: a groundwater supply unit (10); a foot-and-mouth disease prevention water and neutralized water generation unit (20) including an electrolysis tank (21) being divided into positive and negative electrode chambers by using an ion exchange membrane (22) while receiving groundwater from the groundwater supply unit and first and second electrodes (23, 24) with different polarity for executing the electrolysis of the groundwater by receiving the power supply while individually being installed on the positive and negative electrode chambers of the electrolysis tank (21) to execute the electrolysis of the groundwater flowing into the electrolysis tank (21) and generate the acidic or alkaline water; a spraying unit (30) which uses one of the acidic or alkaline water generated in the positive and negative electrode chambers of the electrolysis tank (21) as the foot-and-mouth disease prevention water and sprays the foot-and-mouth disease prevention water to a foot-and-mouth disease prevention target including vehicles; and a neutralization unit (40) which collects the foot-and-mouth disease prevention water dropped onto the foot-and-mouth disease prevention target and mixes neutralized water of the unused acidic or alkaline water after being generated in the foot-and-mouth disease prevention water and neutralized water generat
