PROBLEM TO BE SOLVED: To provide a local agent for treating a dermatologic condition that affects the dermis.SOLUTION: There are provided a thyroid hormone or a thyroid hormone-like agonist compound binding to either TR-&alpha or TR-&beta with a binding dissociation constant K d less than 5×10-6 M, and a whitening agent containing a pharmacologically acceptable base suitable for a topical application. As the phamacologically acceptable base, specific fatty acid, ester, and triglyceride are included.
