The present invention manufactures a seamless capsule (SC) by discharging multilayer liquid droplets 14 from a nozzle 2 into coolant 8 to cause a surface portion of each of the liquid droplets 14 to be cured. There are provided below the nozzle 2 a straight tubular shaped straight forming tube 21 and a rotary forming tube 22 having a diameter larger than that of the straight forming tube 21. A rotary elbow section 24 is rotatably connected to a lower end portion of the straight forming tube 21. Multilayer liquid droplets 14 are discharged into the straight forming tube 21, and after the liquid droplets 14 are cooled inside the straight forming tube 21, the liquid droplets 14 are discharged from the rotary elbow section 24 into the rotary forming tube 22. The liquid droplets 14 are discharged from the rotating rotary elbow section 24 while being rotated. The released liquid droplets 14 fall in a vertical direction while being scattered in a peripheral direction in the rotary forming tube 22 to be cured.
