The present invention relates to a method for manufacturing a porous hydrogel sheet, and a hydrogel sheet manufactured thereby, wherein the method comprises the steps of: (1) preparing a composition solution for a hydrogel sheet including cellulose ether, a gelling agent, a gelling accelerator, and a solvent； (2) coating the composition solution for a hydrogel sheet in a sheet form； (3) preparing a hydrogel sheet by gelling a composition solution for a hydrogel sheet coated in a form of a sheet； (4) pre-freezing the hydrogel sheet； and (5) freeze-drying the pre-frozen hydrogel sheet. The method for manufacturing a hydrogel sheet according to the present invention can provide a porous hydrogel sheet with improved absorption degrees while securing quantification and stability of an active ingredient.본 발명은 (1) 셀룰로오스 에테르, 겔화제, 겔화 촉진제 및 용매를 포함하는 하이드로겔 시트용 조성물 용액을 제조하는 단계； (2) 상기 하이드로겔 시트용 조성물 용액을 시트 형태로 도포하는 단계； (3) 상기 시트형태로 도포된 하이드로겔 시트용 조성물 용액을 겔화하여 하이드로겔 시트를 제조하는 단계； (4) 상기 하이드로겔 시트를 예비 동결하는 단계； 및 (5) 상기 예비동결된 하이드로겔 시트를 동결건조하는 단계를 포함하는 다공성 하이드로겔 시트의 제조방법 및 그 제조방법에 따라 제조된 하이드로겔 시트에 관한 것이다. 본 발명에 따른 하이드로겔 시트의 제조방법은 유효성분의 정량화 및 안정성 확보가 가능하면서 흡액도가 향상된 다공성 하이드로겔 시트를 제공할 수 있다.
