According to the present invention, not only the leaf and stem of the salicornia herbacea but also the root of the salicornia herbacea containing a large quantity of taurine is used, and thus the effective biological activity of the taurine is used. According to the present invention, the fermentation is performed by the use of the salt-tolerant microorganism, which inhabits a salty place and is capable of fermenting without hindrance to growth even in the salicornia herbacea as a halophyte containing a lot of salt in its cells, and thus the bitter taste of the salicornia herbacea can be reduced, the flavor of the salicornia herbacea can be enhanced, and the active ingredient of the salicornia herbacea can be contained in an efficient manner.C
