The present invention relates to a clutch for periodic power control, comprising: a clutch shaft (10) axially supported so as to be rotatable; a fixed clutch (20) of which one is fixed to a clutch housing (70) while being penetrated by the clutch shaft (10) through the center thereof, and which has first and second clutch parts (21, 22) respectively provided within a predetermined radius on the ring-shaped sectional surfaces at both sides; a first movement clutch (30) which rotates by using standby driving force transmitted through the outer peripheral surface thereof and slides in a reciprocating matter within a predetermined width in the axial direction by the fixed clutch (20) and a first spring (32) elastically provided in a direction corresponding to the fixed clutch (20); a second movement clutch (40) for sliding in a reciprocating matter within a predetermined width in the axial direction of a hollow pipe (33) of the first movement clutch (30) by the first movement clutch (30) and a second spring (43) at the moment when the second clutch part (22) of the fixed clutch (20) and the third clutch part (31) of the first movement clutch (30) are engaged with each other; a third movement clutch (50) integrally coupled to the second movement clutch (40) while spline-coupled to the clutch shaft (10) so as to control the power transmission to the clutch shaft (10) while slidingly moving a predetermined distance with the second movement clutch (40); and a driving clutch gear (60) for rotating the clutch shaft (10) through the third movement clutch (50) by using working driving force transmitted through the gear coupling of the outer peripheral surface thereof through the coupling of the third movement clutch (50) and a latchet gear.
