The present invention relates to a silicone oil composite having improved spreadability and dispersibility and lowered volatility of silicone oil, and a manufacturing method thereof. The manufacturing method includes a first step of stirring a mixture of purified water, butylene glycol and glycerin； a second step of adding a silicone oil composition, caprylic/capric triglyceride, cetearyl alcohol and stearic acid to the product of the first step, followed by stirring； a third step of adding the acrylate/C10-30 alkyl acrylate crosspolymer to the product of the second step, followed by stirring； and a fourth step of cooling after adding 1,2-hexanediol and stirring.본 발명은 실리콘오일의 휘발성을 낮추고 발림성과 분산성을 개선한 실리콘 오일 복합물 및 이의 제조에 관한 발명이다.
