The present invention relates to an agricultural chemical using a natural substance, containing a lacquer extract as an active ingredient, and more specifically, provides an agent for preventing diseases and harmful insects in plants using a lacquer extract, comprising: a) 0.1-50 wt% of a lacquer extract of 10-20°Bx on the basis of Brix; b) 1-10 wt% a paraffin oil; c) 0.1-5 wt% of a polyoxyethylene alkyl ether; and d) 0.01-5 wt% of a sorbitan fatty acid ester on the total weight of the composition. In addition, the present invention relates to an agent for preventing diseases and harmful insects using a natural substance, wherein the agent for preventing diseases and harmful insects in plants using a lacquer extract comprises: e) 0.01-1 wt% of a thickening agent; f) 0.05-2 wt% of a preservative; and g) 60-80 wt% of distilled water on the total weight of the composition. The composition for preventing diseases and harmful insects in plants of the present invention, in which lacquer extract is used as a main ingredient, is derived from a natural substance and thus not harmful to the human body, environmentally friendly because no environmental pollution is caused, and can remarkably prevent anthracnose, leaf spot, and the like and be particularly useful in the production of value-added organic agricultural products.
