PROBLEM TO BE SOLVED: To provide a fish gathering device capable of effectively gathering and turning fish away while corresponding to a situation of the actual sea surface and inside the sea in real time.SOLUTION: The fish gathering device 1 includes: a mounting substrate 3 a plurality of light-emitting elements 4 irradiating at least one part of a sea surface and an inside the sea 11 a detecting part 8 for detecting information of the sea surface indicating the situation of at least one part of the sea surface 10 and the inside the sea 11 and a control part 6 for controlling an emission pattern of the plurality of light-emitting elements 4 based on the information of the sea surface.
