In a method for making a graft layer (24) having at least two layers with different porosities, the two layers are applied by an electrospinning apparatus (10). The parameters of the electrospinning are varied when applying the first and second layers in order to achieve an outer layer that is less porous than the inner layer. Needles with different lumina are employed.
