A urea-to-ammonia conversion apparatus and a urea SCR system are disclosed. According to one embodiment of the present invention, the urea-to-ammonia conversion apparatus comprises: a housing provided in the middle of an exhaust pipe for emitting high-temperature exhaust gas; a dividing member provided in the flow direction of the exhaust gas inside the housing so as to divide the inside of the housing into a central high-temperature part and a perimetric low-temperature part; and a urea nozzle provided at the housing so as to spray urea into the dividing member, wherein the dividing member guides the sprayed urea toward the central high-temperature part of the housing and discharges the same.
