PURPOSE: An emulsified hydrogel composition is provided to contain moisture and oil in skin, to ensure high content of skin active ingredients dissolved in an oil phase, and to improve function.CONSTITUTION: An emulsified hydrogel composition contains an emulsion containing 45-60 wt% of an aqueous phase and 145-30 wt% of an oil phase, and 20-30 wt% of a gelling solution. The aqueous phase contains 1-20 wt% of a moisturizer, 78-98 wt% of purified water, and 0.1-3 wt% of an additive. The oil phase contains 15-25 wt% of an emulsifier, 60-85 wt% of a skin softening agent, and 0.1-15 wt% of a skin conditioning agent. The gelling solution contains 0.1-20 wt% of a gelling polymer and 80-95 wt% of polyvalent alcohol. A method for preparing the emulsified hydrogel composition comprises: a step of heating 45-60 wt% of the aqueous phase and 15-30 wt% of the oil phase at 70-80 deg. C a step of mixing the oil phase and the aqueous phase at 70-80 deg. C and preparing an emulsion and a step of adding 20-30 wt% of the gelling solution to the emulsion, mixing at 70-80 deg.
