According to the present invention, the heating apparatus comprises: a thin plate type first flame-retardant sheet having predetermined width and length several strands of heating wires wired on the upper surface of the first flame-retardant sheet while maintaining predetermined intervals, and receiving electricity to generate heat and a second flame-retardant sheet arranged in the upper side of the first flame-retardant sheet and covering the heating wires. A position of the heating wires is fixed and attached between the upper surface of the first flame-retardant sheet and the lower surface of the second flame-retardant sheet by a heat resistant sealing member.
