The present invention provides a greening device and a greening method. The greening device is suitable for being mounted on a slope of a rooftop for planting, and comprises a planting unit configured on the slope and a fastening unit for fastening the planting unit on the slope. The planting unit comprises a plurality of net tube units for planting which are arranged side by side along a first direction. Each of the net tube units has a net tube, and the net tube has a tube body and a receiving space for receiving the planting medium, and the tube body has several through holes penetrated along the radial direction. The fastening unit comprises a first plate mounted on the slope for supporting the planting unit.
