PROBLEM TO BE SOLVED: To provide an oxidative hair-dying agent or bleaching agent composition which is excellent in an effect for preventing hair-creaking touch and hair entanglement in a series of operations comprising hair coating, rinsing and shampooing operations, can impart gloss, moisture retainability and easy arrangeability to hair, and is good in hair dyeability and dye color fastness.
SOLUTION: This oxidative hair-dying agent or bleaching agent composition comprises (A) a fresh water fish-originated collagen hydrolysate and/or its derivative and (B) a non-volatile silicone. In the oxidative hair-dying agent or bleaching agent composition, (A) the fresh water fish-originated collagen hydrolysate and/or its derivative are preferably originated from the scales of Tilapia, and (B) the non-volatile silicone is preferably a polymer silicone aqueous emulsion having a particle diameter of 10 nm to 1 &mum.
