The diffractive region (72) comprises a plurality of annular diffractive zones surrounding the central refractive region (70) separated from one another by a plurality of steps. The first step at the central refractive region (70) has a reduced step height from a next outermost step so as to alter the phase of the central refractive region (70) to provide increased light to the refractive focusing power, and the next outermost step and subsequent after steps have a substantially uniform step height greater than the reduced step height.
