PROBLEM TO BE SOLVED: To provide a high voltage applied water manufacturing device, which is high in oxidation suppressing and reducing action by setting the oxidizing-reducing potential value of a living body to a minus of a higher absolute value or a value close to a minus by utilizing the high voltage applied water, and a method for utilizing that water. SOLUTION: Deposit- and weather-produced reef coral particles 7 are immersed in water filled in a water tank 1 of a insulating shield base stock. A net shaped high voltage current collecting board 4 intersected with the shape of plural projecting rods and a high voltage discharge wire 3 with the shape of plural projecting rods, which is a high voltage applied pole 2, are installed to face oppositely. By immersing the living body such as humans, animal and plant in the high voltage applied water 6 obtd. by applying and discharging a high voltage between this high voltage current collecting board 4 and the high voltage discharge wire 3, or in the high voltage applied water, which is obtd. by further filtrating and heat treating this high voltage applied water, or giving this high voltage applied water to the living body, the oxidizing-reducing potential value during and after the growing process of this living body is maintained in the state of the minus of the higher absolute value or the value close to a minus.
