THE TUBULAR BRAKE MEMBER (65) IS ATTACHED TO THE FIRST OR SECOND SIDE PLATE (5A, 5B), AND HAS A BASE AND AN OPENING (68B). THE BRAKE MEMBER (65) IS DISPOSED SUCH THAT THE OPENING (68B) IS OPPOSED TO THE SPOOL (12).
