PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition having emulsion stability, moistness, use feeling without squeaky feeling or sticky feeling, and low skin irritation.SOLUTION: An oil-in-water type emulsion composition comprises a polymersome particle having an alkylene oxide derivative represented by the general formula (1) or a specific formula as a membrane component, an oily component as an internal phase and an aqueous component as an external phase.
