A tissue cutting system (10) includes a first device (30) and a second device (50) adapted for coupling to a power supply (12), the first device including a conductive probe (38, 70) and the second device including a conductive material (58, 104), for example, as part of an expandable structure (100), having an outer surface area of conductive material that is larger than a surface area of the conductive probe. In use, the conductive probe and the conductive material are deployed along opposite sides of a body tissue, such as an aortic dissection flap, and selective electrical power is applied to the conductive probe and the conductive material to cut the body tissue.
