The present invention relates to a system to remotely manage and monitor an old and weak person, which detects a heart rate state of the old and weak person to be cared with a radar sensor such that the heart rate state is detected without attaching a separate measurement means to the body of the old and weak person, thereby enhancing user convenience and providing a real-time monitoring service. According to the present invention, a heat sensor measures the temperature from a sensing area (S) divided into NxN blocks and detects a human body based on the measured temperature such that resolution and correctness in human body detection are remarkably increased. Moreover, a management server analyzes heart rate information detected by the radar sensor and motion information detected by the heat sensor with a preset context-aware analysis algorithm to determine occurrence of an emergency situation from the old and weak person such that the emergency situation is precisely and quickly determined. Moreover, when the emergency situation is determined to occur, a remote management server transmits emergency situation data including information on occurrence and location of emergency situation to a preset manager terminal, and thus a countermeasure is quickly performed when the emergency situation occurs.본 발명은 레이더센서를 이용하여 관리대상인 노약자의 심박상태를 검출하도록 구성됨으로써 노약자의 신체에 별도의 측정수단을 장착하지 않아도 심박상태 검출이 가능하여 사용의 편의성을 높임과 동시에 실시간 모니터링 서비스를 제공할 수 있고, 열-감지센서가 감지영역(S)을 N×N 블록들로 분할하여 온도를 측정한 후 측정된 온도를 활용하여 인체를 감지하도록 구성됨으로써 인체감지의 분해능 및 정확성을 획기적으로 높일 수 있으며, 관리서버가 기 설정된 상황인지 분석 알고리즘을 이용하여 레이더센서에 의해 검출된 심박상태정보 및 열-감지센서에 의해 검출된 모션정보를 분석하여 노약자의 긴급상황 발생여부를 판단하도록 구성됨으로써 긴급상황을 정밀하고 신속하게 판단할 수 있고, 원격 관리서버가 긴급상황이 발생하였다고 판단될 때 기 설정된 관리자의 단말기로 긴급상황이 발생하였다는 정보 및 위치를 포함하는 긴급상황 데이터를 전송함으로써 긴급상황 발생 시 이에 대한 신속한 대처가 이루어질 수 있는 노약자 원격 관리 및 모니터링 시스템에 관한 것이다.
