The present invention provides an activated or deactivated composition that combines a quaternary ammonium compound and an anionic surfactant or acid. The present invention further provides an activated or deactivated composition that combines a quaternary ammonium compound and an anionic chelator or polymer. An activated antimicrobial composition comprising a quaternary ammonium compound having a chain length of less than C20 and an anionic carboxylate surfactant having a C6-C10 chain length is disclosed. The activated composition of the present invention has a pH of about 1-7 and is substantially free of silane, sulfate, and oxidant. Disclosed is an inactivated antimicrobial composition comprising a quaternary ammonium compound having a chain length of less than C-20 and an anionic sulfate or sulfonate surfactant. The compositions of the present invention have a ratio of 10 moles to 1 mole of quaternary ammonium compound to anionic surfactant, or a ratio of about 1 mole to 10 moles.
