PROBLEM TO BE SOLVED: To provide a skincare or haircare external composition, which is high in safety, humectancy, sensuousness, uniformity, etc., and exhibits excellent antimicrobial effect and wide antimicrobial spectrum, with a significantly reduced amount of an antiseptic and sterilizing agent such as paraben or with no use of the agent and can be easily prepared.SOLUTION: A one-part agent of the antiseptic and sterilizing moisturizer is prepared by mixing together, under heating, (1) a highly concentrated solution made by dissolving, under heating, one or more compounds selected from of quaternium salt and styryl compound in a 2-3C alcohol, (2) a 1,2-alkanediol and (3) 1,3-butanediol. The skincare or haircare external composition is easily prepared by mixing the above antiseptic and sterilizing moisturizer with other constituent(s).COPYRIGHT: (C)2008,JPO&INPIT【課題】パラベン等の防腐殺菌剤を大幅に減量、又は完全に使用することなく、優れた抗菌性と幅広い抗菌スペクトルとを備え、安全性、保湿性、審美性、均一性等の高い皮膚・毛髪外用組成物、及びこの皮膚・毛髪外用組成物の容易に調製することができる防腐殺菌保湿剤を提供する。【解決手段】(1)クオタニウム塩、スチリル化合物のうちの少なくとも一種以上を炭素数2~3のアルコールに加温下で溶解してなる高濃度溶液と、(2)1,2-アルカンジオールと、(3)1,3-ブタンジオールと、を加温下で混合することによって、一液型の防腐殺菌保湿剤を調製する。また、この防腐殺菌保湿剤を、他の構成成分と混合することによって、皮膚・毛髪外用組成物を容易に調製する。【選択図】図1
