Topical formulations, comprising a carrier having gaseous nitric oxide sequestered therein, and optionally further comprising a pharmaceutically, cosmetic or cosmeceutically active agent, which are useful is medical, cosmetic or cosmeceutic applications, are provided herein. Systems, devices and processes for obtaining such formulations are also disclosed.
