PROBLEM TO BE SOLVED: To provide a flooring material that is excellent in water absorption property, cushion property and non-dust emission property without being formed into a special shape and has a practical service life at low cost, and to provide a method for manufacturing a flooring material.SOLUTION: A flooring material is constituted of a first paper material 11 made from a sheet pulp made from a broad-leaf tree, or paper that is crushed and fractured into an irregular shape and a second paper material 12 made from the sheet or paper that is cut into an irregular shape.
